Supervisor: VP-Commercial Management

Hours of Work: Normal hours 8:00 AM-5:00 PM, M-F; Other hours as situations demand

Location: JDA Corporate Office, Austin Texas

Travel: As needed                   

FLSA Type: Exempt (Salaried)

Summary and Definition

As part of the Commercial Management Department of Abrams, the Project Controls Coordinator will perform a wide variety of project management control functions with a unique focus on the following:

  • Helping ensure projects are planned, developed, and delivered in a consistent, controlled, and transparent manner throughout the life of the project through organization and implementation of best practices and project control processes.
  • Committing to the development and implementation of standard processes, systems, and accountability measures.
  • Assisting various stakeholders to improve and maintain a control system that defines the parameters for effective cost, change, schedule, document, and risk management techniques to ensure continual improvement to project execution, delivery, and profitability.

Responsibilities

  • Drafting, modifying, implementing, and maintaining approved company control procedures
  • Developing, implementing, and maintaining historical cost information
  • Assisting in development and implementation of project selection and risk models
  • Assisting in development of the control system framework
  • Implementing standardized schedule WBS usage and activity terminology
  • Maintaining project enterprise and OBS
  • Developing project labor control usage reports
  • Assisting with development of pre-bid construction schedules
  • Assist in reviewing project schedules to ensure compliance with contract, reviewing progress and variances
  • Transferring estimates and budgets to accounting systems; preparing project agreements for costing
  • Analyzing drawings, specifications, and statements of work during preparation of the project schedules
  • Reviewing specific contract requirements for scheduling needs including cost, resource loading, claims analysis, and earned value
  • Tailoring schedule and cost controls approaches to meet the needs of specific projects
  • Developing project handoff protocols with project controls system criteria
  • Assisting projects with budget revision processes
  • Reviewing progress and variances; identifying schedule and or budget trends and deviations
  • Participating in the process to determine mitigating measures to maintain project costs and schedule objectives and recommend corrective courses of action
  • Assisting project personnel with monthly meeting requirements
  • Preparing, editing, and publishing reports in an accurate and timely manner that reflect the status of projects in acceptable formats
  • Assisting project teams in identifying and gaining approval of contract modifications
  • Initiating and modifying project phase codes resulting from approved project scope changes
  • Assisting in the evaluation of the actual construction status relative to proposed schedule and budget and analyze the impacts of changes to schedules and cost proposals by developing and performing time impact analyses
  • Utilizing standard industry means and methods to identify, quantify and prepare claims
  • Analyzing, preparing, and validating construction schedule delays, inefficiencies, disruptions, acceleration, specification interpretations, escalations, etc.
  • Providing ongoing support during claim process in assessing or validating entitlement and quantification of damages to promote resolution
  • Assisting in preparing a request for equitable adjustment or claim in a timely and cost-effective manner
  • Developing and implementing training programs related to cost and schedule controls

What we are looking for:

Knowledge, Skills and Abilities:

  • Proficient with Microsoft Office products, e.g. Excel, Word, PowerPoint etc.
  • Proficient with Primavera P6 and Microsoft Project scheduling software
  • Thorough understanding of the Critical Path method of scheduling
  • Functional understanding of Earned Value Management (EVM) and analysis.
  • Experience on heavy highway construction projects
  • Strong written, communication and problem-solving skills
  • Strong information sharing and coordination abilities between projects and departments
  • Strong training and instructional skills such as questioning, discussing, explaining, and demonstrating
  • Highly professional work output
  • Excellent time management and organizational skills
  • Dependability
  • Must hold a valid driver's license, acceptable driving record, and submit to background check and pre-employment drug screening

Preferred Qualifications:

  • Working understanding of HCSS HeavyJob and HeavyBid; and Spectrum Accounting Software
  • Relevant certifications such as Project Management Professional (PMP), etc.

Experience and Education

  • Bachelor’s Degree in Construction/Engineering or related discipline plus five (5) years or more experience relevant to cost control, planning and scheduling.  Or in place of a degree, 10+ years of relevant experience
  • Suitable experience in heavy highway construction or related discipline
